Exchange needs to be upgraded

My internet has been working as it should for the last 2 years or so. My latency to South African servers was between 12ms and 50ms. My download speeds were close to the 2mb/s that I am paying for. In the last week or 2 my latency has jumped to between 400ms and 1000ms, and my speeds to about 1mb/s between 6pm and 11:30pm. I have mac filters enabled on my router, and I've tested the speeds with 2 different ISP's. The 2nd hop on a tracert clearly shows that we have a congested exchange. I have spend numerous hours on calls with Telkom, with them resetting the ports and even lowering my speed to test whether that could be an issue.

It is clearly a congested exchange. The exchange name is Bromhof 6. There is a big apartment complex being built right next to the already congested exchange. I do not know how, or if ever you guys decide to upgrade an exchange, but this one seriously needs to be upgraded.

I am paying for a service that is not working. If you refuse to upgrade the exchange, can I not be routed to a different exchange, or maybe somebody could try and patch me into a different port on it? Apparently this also cannot be done?
