Bad service and then can't speak to management

Recently moved and can't get up and running again. I am very reliant on adsl. Was told nearly a month ago no infrastructure in place (though the houses around us have telkom), would be resolved end of May. Tuesday got a call to say technician coming on Thursday, could not specify a time told to be there the whole day. Thursday finally came, waited the whole day but nobody showed up. We Called in after 4pm only to be told we don't have the infrastructure. WE KNEW THIS LAST MONTH ALREADY!!! When I ask for managements email address, no chance! And if the call centre agent doesn't like what you saying the just cut the call!!! Very disappointing service. Still no end in sight...
