MTN making error and client paying for that

I think MTN should review their way of managing customer.
They are making mistake, and the clients must paid for those mistake.
You asked to remove a package from you account, they said they did (Ref Number: 5755473), but keep charging you, and when you complain, they send an email saying they are looking into it but not doing anything (ref number: 5995420). And only after many complaints and perseverance, they come back to you saying the package wasn't remove and they will do it now? which fault is that? why should I pay for something I didn't ask for?
When you send them an email saying it's their fault, they said "according to our records and the reference number 5995420 the 300MB was deactivated on the 29-12-2012" (Ref Number: 1598376).
My Questions: 1-) Did they even take the time to check what was said on the previous requests (ref numbers: 5755473, 5995420).
2-) If they are not able to track those reference numbers, why are they given them to the clients?
3-) I really think MTN should be investigate if they are not able to track client request and their response.
4-) Why should i paid in the first place, for something i never asked for, and then even asked them to remove
