4 Weeks of dilivery of Laptop!!!

I applied for an laptop deal with Cell C 4 weeks ago, i have phone everyday and after having to have to hold on for 15 minutes each time were told its on its way it will be by me today on the latest, well its today 03/04/13 and its been 4 week and still no laptop, whats going on, are you signing people up for contracts if you dont have stock??? I moved from vodacom to Cell C because of service and here I am again, I need this laoptop in 48 hours i dont care if its wekend if you cant deliver on your promise of good service and a signed contract for the laptop then let me know and i can get a hold of my lawyer to sort this out, I want feedback today!!!
