Topdealz/s Owner not refunding

I also purchased 1 x Dala Casting Rubber @ R448.95 for a 5 Liter, in November 2012. It did not arrive as promised via email after placing and paying for the order, neither did it arrive after several phone calls and promises. Its now 5 months later, I call him almost every week and he maintains that he cant understand why the refund hasnt been done yet. He promises each time to follow up immediately, and obviously doesnt as IU have to call him again a week later. His name is Johann Smith, cell no: 0723847633 (for those who dont have it - HalloPeter pls forward it to them who have complained). I can understand cable, delays due to downed Telkom lines etc but the, dodging my calls, empty promises etc should be made public! I am forced to take the matter further and would like to team up with other Topdealz/s victims if possible.
