Worst service ever

We tried to return a gift I bought for my wife for a cash refund since the shoes didn't fit and they didn't have anything else she liked. They refused to give us cash refund to use else where, and insisted we take something else or a gift card with credit. I am sure this is against the consumer protection act. And for a store of there caliber I would expect better service
