Refuse to issue RCS Card without buying for R500

I have applied for a RCS card online that was provisionally approved. I went to Cross Trainer at Waterfall mall Rustenburg and ask if they can issue me with a RCS card. The lady behind the counter then said that it is fine but do I know that I have to buy for R500 or more from their shop if I want them to issue me with a card. I refuse because I did'nt want to buy from them I just want a card to be issued. After the incident I phoned RCS and asked them about this matter and they informed me that there is no such policy. Please beware of this.
