Copied DVD-Is pirating legal???

On the 5th January, my daughter purchased a few DVD's from the Canal Walk branch of Toys R one of which was the movie. The Girl with the Dragon Tatoo which we decided to watch for the first time last night.

To our horror, on opening the box which was sealed we discovered a Sony DVD-R on which the movie had been copied and someone had written on the DVD in khoki the title of the movie

I immediately phoned the store and was advised to bring in the DVD and they would replace it.

However this is not the point:

1) Does this store advocate piracy?
2) Why must I now been inconvenienced and waste petrol having to return to the a store whcih sold me a copy of a DVD
