No assistance offered to struggling customer!

My concern today is not for lack of service, empty shelves, exuberant prices or unfriendly staff - In fact, on the contrary, I find my pick and pay to be thoroughly efficient and well stocked with an adequate range of goodies. The queue's flow and the staff are nice enough; so it came as a surprise to me when I quickly popped into Pick n pay one day after work to grab a few essentials. As I walked through the main entrance, I saw a gentleman in his 30's on crutches. He had a basket full of groceries and was struggling to 'hop' to the queue. As he made his way towards the queue area, he dropped his basket. Frustrated with himself, he stopped and picked up the few items which had fallen out of the basket. As he struggled I saw three male employees (presumably managers) watching him from the information desk. Not one of those men made any attempt at offering to assist the gentleman but continued staring until eventually I offered to assist. I was in a rush and it took too much of my time, but even so never doubted assisting him for a second. I cannot understand how these managers simply starred on with no intention of offering any sort of assistance!
