I have logged a formal complaint to Billabong and I urge Billabong to give a straight answer in regards to refund policy and to discipline this rude individual, who clearly doesn't not know his own job and is a blatant and has no back bone to stand for what he said.

If he had told me that I could not get a refund due to store policy in the first instance, why was there mention that the manager was the only one who could authorize refunds?
Why did he allow me to leave the change and receipt if refunds were not allowed?
If store policy did not allow for refunds, why would he have given me money from his own pocket had he had enough?

The manager herself does not have people skills and could have handled the situation better, she seemed disinterested and at some point I was talking to her as she had her back to me walking into the store room with another person, (not a customer) or shop assistant by the looks of things.
