Parcel incorrectly delivered

My parcel was delivered to the completely wrong person apparently. 1st call to call centre - no one called back. Second time all that was offered was to "follow up next week". This is completely unacceptable. After being promised an email right away, I have now received nothing, and it appears everyone at the call centre promptly left or stopped answering calls. Surely they have someone on call for this sort of thing? Also, no one used the recipients contact number when making the delivery. Parcel was signed for by the complete wrong person, whom neither myself nor the recipient have ever heard of. What is the point of a contact number that isn't used at all?
