Ad qualty and bad service

I bought a Lizzy brand vest from Leadermans store in Oudtshoorn. I bought the vest on the 7th of October. After one wear the material came loose upon returning it to the shop with the original slip the lady in charge of the department told me that it cannot be refunded or exchanged because it was on special? I told ther that even though it was marked down it is a branded vest and no one told me that it was marked down for a specific reason. She then took the top and said she will send it to the factory and don't know when she an answer from the supplier??? i just want to know is this the way to treat your customers???
