Truworths wont accept money unless it new

I went to truwoths calton centre to make my account payment, i had to pay R460 as my installment, I paid with 4 R100 notes and 3 R20 i was shocked when the cashier told me that she cant accept one of my R20 notes, I asked her if the money was fake she said no (i must say the money is old but still legal), but she cant accept it, I then requested to speak to the supervisor who also said the wont accept that money (that I got from ATM).is this legal? who should accept it?
