Game Stores selling goods that were previously use

Bought TV at Game (Galleria) - disappointed to note that packaging inside all torn, screws missing.
it would that this unit was previously used and returned. Makes me question, Games return policy, if they have a return on goods, do they repackage and resell them, at full price for used goods?
