Poor quality goods and pathetic service

I bought shoes on the 28/09/2013 and only wore them once but the heel fell off, I took them back to the store on the 05/10/2013 to Tsakane Mall (store number 184) where the sales rep with employee number 9791272 was very unhelpful and spoke to me like I'm not a customer, I then requested to speak to the supervisor who was even worse and gave me attitude and told me stories about waiting for approval from the area manager regarding the goods to be exchanged. I then left because they didn't want to help me, I laid a complaint with Head office where I spoke to Brian Mvangaba who advised me he has logged a complaint on the system and I will get feedback on the 07/10/2013. I didn't get any feedback, then on the 09/10/2013 I called again and Brian advised me to contact Amina in the complaints department for a resolution, the number I was given just rings there's no answer. The returns policy states I have 14 days to return goods but these shoes didn't even last 3 hours. I spent R380.00 on shoes that just fell apart after a few hours being worn. I need closure on this matter and the CPA states clearly a consumer can not pay anything if there's no service or goods received.
