Good On promotion but never in stock

Numerous times when I visit Game store in Welkom to purchase goods on promotion there is never stock.
When you ask the question why goods is on promotion but no stock you get a diffrent story from each Game worker.
Why put goods on promotion if there is not any in stock at the branch. This specific product is now the 3rd time on special that i can not purchase because of no stock.
