What is the purpose of a rain cheque?

Almost 2 months ago Game had a special on for Kaspersky 3 User Internet Security 2013 for R149.99.This seemed like a really good deal (as I buy @ Game frequently) I went in store... wait for it... No stock... on the first day of the promotion. I was informed that when the stock comes in posibly few days from the day I was there that someone will call me to collect it at the advertised price. Which was understandable and acceptable at the time. I was given a rain cheque.2 weeks passed and I went back... still no stock... 1 week after that still no stock... today... still no stock. SO my questions are "WHY ADVERTISE SOMETHING IF NO BRANCH HAD STOCK AND SECONDLY ARE YOU AWARE OF THE CPA? "

I gave Game ample time to get the stock for me.(2 months is a fair amount of time) I drove up and down several times to see if Game had stock (petrol cost money) So I hope there is someone that is competent enough to assist and resolve this for me.
