Certain items on promotion always out of stock

Every two weeks there is a promotion for various items at these stores, but, after the first day they are out of stock, I am making a collection of callback vouchers which I doubt I will ever get the item I want. Head office need to make sure that all there stores have stock before having a promotion. This occurrence is ongoing.
