5 cent coins

It seems that companies and this pick and pay (Dimitry) do not accept 5cent coins as payment anymore. Should the amount payable work out to for example R3-80c the management wil not accept the 30c which makes up the 80c in 5cent coins. Dimitry's explanation to me was that when payment is made with a R5-00 coin that he wil pay back as change the difference when rounded off and take the loss as needed in and in exchange for that he does not accept 5c coins as payment anymore. I would like to know, should I have R10.00 in 5 cent pieces, could the shop owner/keeper/ worker refuse to accept the payment and if he does, what can I do to convice him to accept the money. because after all it is money which is or was supplied by our goverment.
