Deceiving the custome

Hello, I went to Dischem Princess Crossing on Friday 16 August to purchase some nappies and medication. While I was in the "baby items" isle I was big red signs at the baby dummys saying "PRICED TO GO" "CLEARANCE SALE" So i took a pack of 2 dummys and went on my merry way to the till. To my dismay, when I got to the till the price of the dummy was the same normal price. There was no sale. I asked to notify the manager and she said that that is the way it is supposed to be. I said I would write an email to he head office or on hello peter and they said by all means please go ahead. I was highly disturbed as I felt this was highly deceptive, is there no consumer rights against this? How can you say it is a sale in big red signs when the items are the same price? priced to go when the price is still the same?
