Shoe area cordoned off and not accessible

Yesterday the shoe area was cordoned off and staff milling about but no one explaining the reason or offering to assist. I specifically wanted to re-look at a pair of boots that I wished to purchase. I didn't bother asking for assistance because I'm fed up with stores merchandising/replenishing shelves and staff having mini management conferences on the floors with scant service been offered. Attention is not given to manning the checkpoints/tills suitably and long queues form resulting in people being late back from lunch.
co-incidentally I went to Long Beach Mall Woolworths after work only to be met with the same situation... shoe area cordoned off with emergency tape... was there a mass shoe murderer on the loose at Woolworths stores? not cool... Really guys, this is unprofessional and I believe that the retail industry needs to re-look at this constant replenishing of shelves that block up aisles and results in lack of service...
