Blackberry went for Repairs

My blackberry phone was non functional took it for repairs to CNA since got insurance for it and they promised me it will be back in 2-3 weeks.2 months later they told me it wont be repaired because my account is on arrears i then requested to get the phone back even if its not repaired will take it somewhere else because i do not have a phone. They told me the phone will be back at the store in a week and now its been a month already so in total its been almost 4 months without a phone everytime i go there to get my phone they always tell me stories. I have got a sick child at home and i do not have a phone. I JUST WANT MY PHONE BACK
