Incomplete display stock

Walked in to the store twice. The products on display which are also in the adverts on the website for certain prices, are incomplete. Either with no remote's or no packaging. How can you sell a incomplete product. I have been told that I can expect stock of the unit to arrive tomorrow. Tomorrow is to late.
