Damaged goods

I bought a 5 pack of undies cash only to realize one was torn apart. I went to the shop yesterday to have it exchanged and was told that such goods are not returnable or exchangeable. I told them I already know that, but it does not allow them to sell damaged goods because we can't return them. I expected them to use their discretion but they said it is against their policy. The value I wanted to derive from the goods has been reduced obviously.
