Stollen vehicle not located

My vehicle was stollen in 2009 and tracker could not locate it. they came up with an excuse that my unit was not active etc

vehicle has been found in lesotho in August 2013 and its still there

i want answers!!!
If a unit is disconnected or inactive its automatically picked up and the client gets called
