New Customer paying for an old system

Moved into a house (Rental). Contacted ADT as there was a system in the house, thought well the system is in place and ADT told me that the system was in use more than 6 years ago, but they will send a agent to come and see us and get the system up and running as we are new customers, what a load of, Sales agreement was signed on the 19th of October, and we where told a technition will contact us, as the service will commence on the 1/12/2013, 2weeks past no contact, I phoned and tried to find out what was going on, 11/11/2013 an amount of R150.00 was deducted from my bank, for ADT and I received a sms informing me that the debit order was returned and service will be terminated, THE SYSTEM IS NOT IN WORKING ORDER.
A technition was sent to our house 15/11/2013 and the cost to repair the system is over R10 000.00. If we were new customer with no system in place we would have received everything for free with a instalment of R365. How can they expect us to pay for this. I've sent a letter of cancellation and no one has contacted me as yet.
