Billed For Services Not Rendered

Bouba a consultant from Tactical Reaction insisted that I should sign a contract in order to install an alarm system in my house despite telling him to wait because there was a great chance that I'd have to relocate to Cape Town beginning of January 2013, he insisted that I should sign prior to Jan and assured me that if I relocated to Cape Town I would be in a position to cancel the contract at any given time which I did early in December 2012. Bear in mind that at this stage there was no radio/alarm installed in my house, I told the people from Tactical reaction NOT to come to the house to install as yet, so I've never received any " armed response services" from these people. When I cancelled the contract Maralize JEJECTED my cancellation letter saying it will not be accepted because I did not refer them to an estate agent or the new occupants of my house which are none existent because I did not put my house up for sale upon relocation. They are now billing me an amount of R1141.00, They say they are billing me this amount as an administration fee even after cancellation. What admin did they do? Its daylight & I do NOT want to pay for services not rendered / appalling service.
