Cancelling the account

I have been struggling to get the above mentioned company to cancel the account for a tracking device on the motor vehicle since two years ago. I wanted to cancel the account because I was paying for the device which has never worked since its installation. Last year the company requested a debt collection agents to collect the outstanding monies owed by me and I did pay the whole amount that the collection agency said I owed and I requested to cancell and they said I must write a letter of which I did and faxed it through. Recently I have been getting sms's on my mobile requesting payment. Is it that difficult to cancel a device which has never worked? They told me that I am liable for payment until 2014. What about the customer's complaint? The company is only interested in me paying money for a service that I am not enjoying. What happened to the consumer protect act, isnt it applicable in my case. I am totally not happy about what is happening to my credit profile because of this oversight. I need to clear my credit profile as this is affecting me badly.
