Impossible to Refund off Cancelled Contract???

Best Secure have bought out and taken over Top Security. I was a Top Security customer and was not happy to become a Best Secure customer so gave my manditary one month letter of notice. They still put through a payment and are seriously dragging their feet to refund me:
6/5/2013: Queried this again with Edith. She confirmed the refund and said that it would be paid on or before the 15th May.
31/5/2013: Phoned Edith. Edith confirmed that payment would be in my account by latest 7th June.
10/6/2013: Phoned Edith. She passed me to Vanessa at Creditors. Vanessa will phone me back on 11/6/2013. She didnt.
12/6/2013: Phoned Vanessa. She said that the payment would happen before Wednesday 19th June.
24/6/2013: Phones Vanessa. She will phone me back.
24/6/2013: Vanessa phoned back to say that the Financial Manager that authorizes the payments has been locked out of the banking program and has to go to the bank to get reinstated on the program (Personally I think that this is alot of BULL).

WHERE IS MY MONEY AND WHEN AM I GOING TO GET IT???
