BAD SERVICE - SORRY NO SERVICE/REFUND

Our parents relocated from Secunda to Cape Town - It was confirmed with Vanessa @ Global Removals that they would collect on Fri, 15 Nov 2013 - Vanessa had plenty of excuses why the truck could not collect on the Friday and promised that the truck would be there on Saturday morning @ 10h00 - Guess what! No truck arrived.
Our parents contacted Vanessa again after 10h00 when the truck did not arrive, again she had a lot of excuses. They requested an immediate refund as they paid the full amount! They made arrangements with another removal company to collect on Monday.
Last week Fri, 22 Nov 2013 I phoned Vanessa to followed up re: refunds she confirmed that the money will be transferred back to them on Monday, 25 Nov 13 - did not happen - I have been phoning her everyday this week - She confirmed that the refund was done Monday afternoon, which should reflect in our parents account by now!! She promised to e-mail proof of payment - still waiting for this too!
It seems as if she has taken quite a few customers for a ride and is making money, without delivering any service and by lying all the time!
What can be done for her to do the refund!
