No installation of devise but yet phoning for paym

Ive been a client of cartrack since 2007, I bought a new car on the 3rd of April and called cartrack to reinstall the new unit into my new car. they lady said that it will cost R850 which can be paid in one month or they can load a debit order running over 2 months to pay for the reinstallation. I decided to go with the 2months payment because its more cost effective, she faxed me the documents and I hand delivered it to Cartrack eastrand to save time. I ensured that all my personal information including my mobile number was correct.
Its now 2 months later, and the only person contacting me is the accounts lady Lettie who is nagging me for payment. But its an debit order running from their site! They already took the money but NO SERVICE!! Then when she phoned me before 8;00 am this morning asking for the last payment I told her I am still waiting for the unit! I keep phoning and asking them to install, they make promises but dont Deliver! She said I am still liable for payment even if the devise is not installed! What kind of service is that?! I am beyond upset!
