Poor service due to monopoly

I have been contacting the DSTV customer service centre a few times and have visited their customer centre in Randburg twice, but have not been successful ll to swop my mother's PVR with my basic device, as she does not want the full service anymore and has taken the Body Corporate package of her retirement village for the last year, so we did not have full access for the premium package I have been paying for during the last year. Their feedback was that the BC must send them the request, which the poor admin person has tried to do. But as you can appreciate, she cannot hold on between 30-60 mins it takes to answer her call, which was the average to contact the "corporate centre". My question is this: why can the corporate not phone Darrenwood Village back regarding the issue (the DSTV call centre person told me their call to outside numbers are blocked, therefore the customer must phone in everytime and hold on for the mandatory 30 - 60 mins, normally without any success. I must say I do not support this monopoly and hope that the SA consumer will have a better choice of alternatives.
