Mother still without a bath in flat after 8 weeks?

A leak in a down pipe in our barthroom wall, caused water coming out the outside wall. Tiles was broken and the bath was taken out and our mirror was cracked in this ordeal. The down pipes was fixed and the caretaker Robbie Steinhobel had a short operation and was on leave for a month. The plubers did not put the bath back and did not fixed the taps to the wall. I contacted Ferdie Visser from Pro Admin and he said that he will sort it out, a few days later i had to phone the manager of Ferdie Visser, Hennie then said he will get Ferdie to contact me, again i had to phone Ferdie, he confirmed per e-mail that it will be fixed.5 weeks after that i was still trying and no one wants to help, i then phoned Cecilia at Sencerus Insurers to try and submit a claim myself but this is not allowed (owners of the flats may not submit a claim, this gives owners a right?) only the caretaker (Robbie) may submit the claim. I went and see Robbie who phoned Plumb Insight but he did not want to submit the claim as he said he is not going to take liability for who's issue this is, but he believes it will be sorted out. This is now nearly 8 weeks that my mother is sitting without a bath in the flat?
