Annette Laing unable to manage her portfolio

Annette Laing manages a block of flats on Mile End Road, Diep River where the automated gate is in urgent need of maintenance as it scrapes and grinds when opening and closing. The gate is positioned approximately 1.5 meters away from my bedroom and with residents constantly coming in and out at all times of the day/night it has made sleep almost nonexistant for me since Novemeber 2013. I reported the issue to Annette in December and as of now she has made absolutely no effort to address the issue.
Every time I have spoken to her she has come up with the same excuses (She can't remember what she says each time we talk and does'nt follow through with her promises)
I offered to pay for the repairs to the gate in my own capacity and this has still fallen on deaf ears.
As of this morning she now hangs up on me and refuses to take my calls as she says that I am harrasing her but still refuses to do her job. If she wasn't able to sleep properly for two months I'm sure she would also call daily to find out when life would return to normal.
I still cannot sleep properly and short of driving my car into the gates next door, I don't know what else I can do other than move house. Suggestions
