ONLY 1 SET OF KEYS AND RENTAL UNIT IN STATE

I signed a rental contract for a property in Northriding. When I moved in, I was told there is only 1 set of keys and 1 remote. Keys are normally provided in sets of 2, so who's got access to the other set, to enter my property as they please??? There are several repairs that need to take place - skew cupboard doors, cupboards without doors, security gates locks should be replace (only 1 key for 2 doors), struggling to open, showerdoor is broken, toilets leads. The contractor the owner uses, promised on Monday to come around today to fix everything, but without letting me know, had something "urgent" in Kimberley. I was promised by Hendrik everything will be fixed before i move in. Will I only pay half the rent for January, seeing that i'm being inconvenienced, and there are doors and countertops in my garage taking up space.
