Breaking rental housing act

Jawitz handed us a flat in horrible condition it was standing empty for a long period of time the painters that where there left turpentine and paint mixture all over the kitchen and sink, bathrooms where filthy. We contacted Florence and she said we must arrange a char for the day and you might get the owner to give R 150 towards the cost it was impossible to arrange a char on the same day so I had pay R 450 to a cleaning company which Florence said was too high and the owner would not cover that. I have now moved out of the premises and have been charged 550 for cleaning, how a company is not willing to do that for you when you the New tenant but ok to charge you for the next tenant I find impossible to understand. You are not allowed to charge someone without informing them of the deductions during the outgoing inspection. I moved out on the 30th of September and recieved invoice on the 8th of November with no prior mention of a cleaning charge.
