R1500 for absolutely nothing!

We made an appointment with Anita van Zyl from Rawson Boksburg N17 to view a house up for rent and upon arriving at the property Anita didn't have keys to show us the property. However, we decided to sign the documentation anyway, for fear of losing the property to someone else. Anita informed us that there is an administration fee of R1500 payable in cash, which we promptly got from the ATM. This was Saturday, and Monday morning Anita calls me to say that the owners have now increased the price of the property by R1000 per month. We were thinking about it, only to find the same property listed on the internet for yet R1000 more than the already escalated price provided by Anita on Monday. We could not afford that amount and then backed out of the deal - since the owners never signed the rental agreement this was not an issue. Now, we can't get back our R1500. Anita has said she will give it back, but it's been three days and she's given us the run around ever since. Every appointment we've made to see her to collect the money has been postponed or cancelled. She's just never available. This is, and I'm shocked to my core that these practices are allowed by Rawson.
