Deposit to be paid back

It has been more than a month that I am struggling to get my deposit back from these people. Everytime I phone they have another excuse. First they said it will take 21 working day's, or the person doing the deposits is not in the office. I am so sick and tired of these peoples. The owner of my unit took his property's away from these people and gave it to another estate agency and now I have to struggle to get my deposit back so that it could be paid over to the new agency. They advertise that they do regular inspections of the units, I have been staying in this unit for 10 months already they have never been there to do any inspection. I am fed up with these people and I am definately going to take this further and report them to the Estate Agency Board! Why do I have to fight for my money to be paid back to me when they never had to fight with me to pay my rent every month... I have had enough!!!
