Failure to comply to written contract

I rented one of my properties out through Koalet Properties in Daspoort. The contract states that the deposit money will be given back in case of damage to property or any outstanding municipal accounts.
In this case my water and lights have already been cut off, because of outstanding payments of the lessee. After numerous phone calls and a personal visit to Mr (Jannie) explaining to him my circumstances (water & lights) already been switched off, still Koalet Properties does not return my phone calls as promised up to date.
All accounts asked for by Koalet Properties was handed over to them by me personally.
Can you please assist me.
