Very little work for expensive account

My father passed away June last year and for the executors to finalise his estate they had to make sure that he has no debt. My parents lived in the Oakdale block of flats administered by Anette Laing Property Consultants.
The executors wanted to know if there were any outstanding monthly levies.
She supplied the amount owing, they paid and she supplied them with a "Levy Clearance Certificate" and for this she charged seven hundred rand plus vat.
My mother is in an old age home and i am dealing with her financial affairs.
I complained to Anette that this was exorbitant as she is paid to supply a monthly statement anyway.
She responded that she was entitled to charge this!
She said it was a lot of work but could not explain. Ya, re check the monthly statement, send it off and bam, eight hundred rand richer.
The problem is that she is the only one that can supply the "Levy Clearance Certificate", hence the exploitation.
My mother's flat has just been sold and another "Levy Clearance Certificate" will be needed for the lawyers to do the transfer. Bam she will make another eight hundred rand for what i believe is very little work.
My mother tries to survive on a gov pension!
