Poor after sale service

I recently purchased an apartment through the above mentioned estate agent. In the offer to purchase it was stipulated that the owner had to have some areas of the walls cleaned as there was a mould problem. This was never done or done so poorly that it needs to be redone. Now the transfer has gone through and the previous owner is refusing to do it. The agent has been of no help.
