Full Marriage Certificate

I married my husband (a foreign national 1-09-2012) - the marriage officer submitted ALL our documentation for registration of our marriage at the Home Affairs Offices in Wynberg 4 days later. We were told that we could not apply for a FULL marriage certificate until we wait for the marriage to be registered (officially). The waiting period = 8 weeks. Several phone calls and days (yes days) of waiting in queues and we received a marriage certificate on 31-12-2012.
Applied for the full marriage certificate on the same day.
Called Home Affairs in Pretoria last Saturday - since I had not received any notification to collect our certificate: answer = you have OUTSTANDING documentation!!!
My husband extended his stay in our country to ensure that our paperwork has been sorted for my visa application - but has since had to leave since this process is ongoing and unresolved.
I am disappointed since I have never experienced such awful service from Home Affairs before - how do I sell our new South Africa to my "foreign" family - they're aware of all the problems I'm facing.
A friend suggested I take a day off work and try the Cape town office instead.
