Unabridged marriage certificate

My wife and I were married on 21/06/2007 by a marriage officer in the Randburg Department of Home Affairs.
We were issued with a B-27 form only.

In 2011 we applied for an unabridged marriage certificate but have been told one cannot be issued until a form BI-30 has been supplied (which we never issued). Attempts to obtain a BI-30 at the Randburg Department of Home Affairs have been unsuccessful (case # 1105023473).

No Home Affairs official we have ever dealt with has been able to tell us how to obtain a new BI-30! They just give us a run around for over a year until we lost motivation.

Any assistance would be appreciated!
