Payment outstanding for 4 months

We at Reyakopele civil contractors, a small business did emergency work for Johannesburg city parks in November last year for an amount of R3104.00. We supplied all materials to execute the work. Up to date we have not received our payment from them, and we made numerous phone calls to Mr Johnny Jardine who was the project manager on the job. We constantly communicated by e mail but nothing seems to be happening. We call him on a daily basis but he keeps promising to take it up with management.
