NUMEROUS EMAILS TO QUERY STATEMENT WITHOUT REPLY!

I bought new property in January 2012 and rates and taxes was up to date paid monthly. All of sudden in September statement arrived with additional R6 754.35 stating FINANCIAL CHARGES ADJUSTMENT. I've sent an e-mail to customercare@tshwane.gov.za on 5 September 2012 at 14:37 without a reply. I sent another mail on 3 October 2012 at 14:57 without a reply. And another mail on 5 November 2012 at 13:38. The amount is still reflecting and you are charing interest on an anmount I still do not know what it is for or where the sudden amount came from. Please advise!!!
