Statement received and discount period expiry

Hi,

My dad received a fine on the 14 Jan 2014 and I was the driver, however I resided in PTA and my dad is in Dbn. The fine was collected on the 14 Jan 2014 by registered post and there was an expiry date of the discount on the 17 Jan 2014 and I received the letter from my dad on the 19 Jan 2014. The expiry days are 32 days but I wonder from what date does this start from? the day you collected the registered mail should be the starting date and not the date of the fine!
