Do I pay this department with my hard earned money

I have been trying to de-register as a trustee on my ex-husbands trust for the past 1 year. First the documents expired as the procedure took too long and the documents had to be re-signed. I then re-submitted all the re-signed documents and guess what - after following up verbally and via email with Mrs T Moodley... she tells me today that they have not received the documents that were hand delivered and signed by this useless department 6 months ago!!! The real problem that I have with this useless woman is that when I phone and plead for help - she is so uninterested and one can hear that Mrs T Moodley really could not be bothered with this issue... I have paid very good money to get this sorted out and it looks as if I will end up getting nowhere with this department. what does an ordinary citizen (correction - hard working, tax paying citizen) such as myself do - how do I get my paid for services resolved? maybe I should stop paying my taxes and clearly there is no work being done in this government run department!!!
