Not paying money owed to me

The Department of Social Development North West Province, owes me money after my resignation. I resigned with effect from 28 February. All the necessary documents were submitted two weeks prior to my resignation. All the documents were submitted to them on 11 March. The documents were sent to and from different people, but at last signed on 14 March by the HR director. In the meantime, doing follow-ups no one can tell me where it is, when I will be paid and nobody (from the HOD down to finance and HR practitioners is answering my mails or phone calls) The HR director is Ncombkwe 0183881600. The HOD is ADV Mogale at the same number. Wanda at Finances - 0839952412. Nobody answers phones, nobody takes responsibility to do the payment. Nobody wants to give me names or numbers of persons responsible for the payment.

This is the worse possible service one can imagine
