Licence department close at 10am on a Friday?

Can anybody explain how on earth do these people work at Florida licence department? I work in Braynston and especially took a half day to go an renew my Licence. When we got to the gate the security denied us excess and told us that they close at 10am and that we are not allow to go in. This was 1:30. How can this be??? I really need someone to come back to me.
