Licence Department of Kemptonpark. (Ekurhuleni Metropolitain municipality)

I am the owner of a new car and live in Colesberg. I bought the car for my daughter and she is working in Gauteng. I phone the Kemptonpark licence department and asked the following:

1. What documents do I need to asked my daughter to take out the licence on be half of me? The answer was: proof of my ID, RLV document, affidavit that I as the mother do give my daughter permission that she may do it, with her ID as well as my sister's ID and to say that my daughter stay with her my sister must hand in proof of her address - water and lights account. With the document I include: Proof of insurance with my address, copy of registration letter and copy of the bank what say the car need a new licence. At the back of the RLV I wrote my sister's address on the RLV. At the counter Receiving number 3, the women told my sister that she need a NCP form at another counter and she, need Three other affidavits from SAPS to declare that she is the owner, another person who lives there as well as one from my daughter to declare the home address. The process took 3 and half hours. I do not accept this.
